
REALIS Charitable Foundation (EDRPOU Code 25916881) announces an open call for five facilitators to provide facilitation services as part of the implementation of the project:
“Ukraine Veterans Rehabilitation and Reintegration Program – Veteran Leadership for Community Development – IREX”
Individual entrepreneurs (FOPs) and individuals who meet the established qualification requirements are invited to participate in the selection process.
Scope of Services:
The total scope of procurement includes 23 introductory facilitated strategic sessions, one session in each participating community.
Duration of each session: up to 6 (six) hours.
Indicative implementation period: from 25 August to 18 September 2026.
Format: In-person, in a safe venue with access to a shelter. Each session must involve at least 10 community representatives, including veterans and/or their family members selected for the program, representatives of local self-government authorities, and representatives of civil society organizations.

Each of the 23 communities will be assigned to one facilitator. The expected workload is 4–6 sessions per facilitator. The Client will allocate communities based on geographical location, schedule, security situation, mobility, experience, and availability of the selected facilitators.
The final schedule and assignment of communities will be provided by the Client after the selection process and agreed upon during contract signing.
Following the selection process, each facilitator will sign an individual service agreement specifying the assigned communities, schedule, and scope of services. No framework agreement will be concluded under this selection process.
Responsibilities of the Facilitator:
- Review the profile of the assigned community (where available) and the project materials;
- Participate in a briefing conducted by the Facilitation Supervisor and the project team;
- Adapt the session agenda, scenario, and facilitation materials;
- Facilitate discussions involving veterans, representatives of local self-government authorities, and civil society organizations to identify and prioritize community needs and challenges, and to generate initial ideas for veteran-led initiatives;
- Collect participants’ feedback;
- Prepare a report following each completed session.
Expected Deliverables and Documentation for Each Session:
- An approved agenda and a complete set of facilitation materials;
- One facilitated session lasting up to six hours;
- A participant registration list (provided by the regional project coordinator in each region);
- Minutes or a structured report outlining identified needs, priorities, agreed next steps for cooperation (where applicable), and initial ideas for veteran-led initiatives;
- A consolidated summary of participants’ feedback.
Qualification Requirements and Selection Criteria
Mandatory requirements:
- Documented experience in facilitating at least three facilitation, strategic, or other group sessions within the past three years;
- Completion of facilitation training and possession of at least one relevant certificate;
- Experience working with multi-stakeholder groups, including representatives of civil society organizations, local self-government authorities, or local communities;
- Proficiency in discussion moderation, needs assessment, prioritization, and documentation of results;
- Ability to prepare structured reports in Ukrainian;
- Availability to work during the specified period and travel to the above-mentioned communities.
Experience working with the veteran community and/or directly with veterans and their family members will be considered an advantage.
The evaluation will also take into account the relevance of experience, mobility, availability, and the proposed service fee.
Principles for Conducting the Sessions
When preparing and conducting the sessions, the facilitator must adhere to the principles of non-discrimination, equal and respectful treatment of participants, confidentiality, professional neutrality, the “Do No Harm” approach, and trauma-informed engagement.
Political campaigning, promotion of political parties or candidates, hate speech, discriminatory statements, disclosure of confidential information, or the use of participants’ personal stories without their prior consent are strictly prohibited.

The registration form includes submission of the applicant’s CV describing relevant professional experience.

A) A copy of the facilitation certificate or other documents confirming completion of facilitation training;
B) A commercial proposal signed by hand or with a qualified electronic signature (QES), indicating the fee for conducting one six-hour session (inclusive of taxes), the validity period of the proposal, the date, signature, and the applicant’s full name;
C) For individual entrepreneurs (FOPs): a current extract from the Unified State Register;
D) The applicant’s CV.
Project-approved travel expenses to and from the communities (transportation, accommodation, and meals) will be arranged or reimbursed separately by the Client and must not be included in the facilitator’s service fee.
Selection Procedure
- Verification of timely submission and completeness of the application package;
- Verification that the applicant meets the minimum qualification requirements;
- Comparative comprehensive assessment of relevant experience, mobility, availability, and financial proposal;
- Request for clarification, if necessary;
- Review of the evaluation results and decision-making by the Selection Committee;
- Notification of applicants of the results no later than five working days after the application deadline.
An application may be rejected if it is submitted after the deadline, does not include all required documents, does not meet the minimum qualification requirements, contains false or misleading information, or if the applicant refuses to provide the requested clarifications.
The Client reserves the right not to select any proposal if none of the submitted applications meets the established requirements. The lowest price alone does not guarantee selection.
Submission of an application constitutes the applicant’s consent to the processing of personal data solely for the purposes of the selection process and the conclusion of a service agreement.
